I’m not sure what the shooter’s motivations were, but he appears to have shot the van they were in multiple times and not have had any visual on his targets, meaning he could have been aiming for the ICE. It’s hard to say for sure.
If that’s the case, the ICE agents would be in the front of the van and the detainees would have been in the back. So how do the detainees get shot but the ICE agents are fine if the shooter was targeting agents?
Again, we don’t know for sure, but it’s not uncommion for the Agents themselves to ride in the back and all jump out on location to perform a surprise raid.
Sounds like he was shooting up the general area, and the van included. Maybe not even thinking about it and could have been shooting the back of a van, for all I know.
Given the background of the shooter, I don’t think he was thinking too much about the nuanced strategy and results, he was a 4-chan troll turned shooter, with maybe a bit of a libetarian bent, but mostly a generally nihilistic guy losing his mind in the cesspits of discussions.
