Can’t speak for any of the other countries but Canada doesn’t mean it, at least not the Canadians with the actual power to do anything about it. Canadian government will never meaningfully recognize Palestine (words aren’t recognition when we do nothing about our own corporations selling arms to Israel) because that opens up inconvenient questions about our own settler roots.
Although mostly a symbolic act…
